OECD Model Tax Convention Updated

17 July 2012
The OECD updated Article 26 of the OECD Model Tax Convention regarding information exchange. The amendment permit the tax authorities to ask for information which is “foreseeably relevant” for regardless of bank secrecy and a domestic tax interest.

Colombia & Mexico Join the OECD’s Multilateral Tax Pact

23 May 2012
Colombia has signed, and Mexico has deposited its instrument of ratification for the Multilateral Convention on Mutual Administrative Assistance in Tax Matters developed jointly by the OECD and the Council of Europe. The Convention is multilateral instrument available for tax co-operation and exchange of information and it helps counter cross-border tax evasion and ensures compliance with national tax laws.
 Colombia also adhered to:
–          the OECD’s Declaration on Propriety, Integrity, Transparency in the Conduct of International Business and Finance,
–          the OECD’s Declaration on Green Growth
–          the OECD’s Recommendation on Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas

The OECD released the second year pioneering Your Better Life Index – an online, interactive index that allows people to measure and compare their lives.
The index permit to compare the well-being of your life based on 11 topics – housing, income, jobs, community, education, environment, governance, health, life satisfaction, safety and work-life balance.

* U.S. and EU Cut Aids
U.S. cuts aid to Pakistan by $33 million as punitive move for the physician’s 33-year sentence for high treason.

EU’s Parliament proposed new macro-financial assistance regulation which ensure that countries close to the EU (Balkans and the Eastern Neighbourhood), will be obliged to meet stricter conditions in order to receive aids from EU.

OECD Launches Skills Strategy in Education

OECD publishes the book “Better Skills, Better Jobs, Better Lives – A Strategic Approach to Skills Policies” about the complexity of skills policies.
The global Skills Strategy will help countries to identify the characteristics their educational and training systems, and develop better policies with regard of skills abilities.  
According to the OECD Skills Strategy investment in education, skills and training now is the only way for strong and sustainable grow in the future.

New OECD Members

12 May 2010, Brussels
The Organisation for Economic Cooperation and Development (OECD) has agreed to invite Estonia, Israel and Slovenia to become members of the Organisation, its membership will grow to 34 countries.
Before the admission, the three countries were reviewed by several commissions with respect to their compliance with OECD standards and benchmarks.
The last country to became member was Chile earlier this year and membership talks with Russia are in progress. In the same time, the OECD is strengthening its growing partnership with major emerging economies, including Brazil, China, India, Indonesia and South Africa.

Tax Inspectors Without Borders from OECD

The OECD’s Task Force on Tax and Development has launched the concept of Tax Inspectors Without Borders. The OECD will  establish an independent foundation, to be up and running by the end of 2013, with the reason of helping developing countries bolster their domestic revenues by making their tax systems fairer and more effective.

New Statistical Model for Global Trade in Value-added

15 March 2012
Organisation for Economic Co-operation and Development (OECD) and World Trade Organisation (WTO) have launched a joint initiative to measure trade in the value that is added by a country – through labour compensation, taxes and profits – in the production of any good or service. The two organisations will develop a new statistical model since the international fragmentation of production is blurring the concept of country of origin.
