 OECD releases Guidelines on Measuring Subjective Well-being to provide advice on the collection and use of measures of subjective well-being.

* IMO – Amended MARPOL
The new amendments to the International Convention for the Prevention of Pollution from Ships (MARPOL) entered into force on 1 January 2013.
The new chapter make mandatory the Energy Efficiency Design Index (EEDI), for new ships, and the Ship Energy Efficiency Management Plan (SEEMP) for all ships.

* Laos – The WTO’s 158th Member
Laos will officially become the WTO’s 158th member state on 2 February.

ICC Rules on Forfaiting Now in Effect

7 January 2013, Paris
The ICC’s new Uniform Rules for Forfaiting (URF) came into force on 1 January 2013.
The rules have been developed in cooperation with the International Forfaiting Association (IFA) and complement other ICC uniform rules – the Uniform Customs and Practice for Documentary Credits (UCP).

EU & Shipping Industry

* European Commission Proposed a New Framework for Marine Equipment
 The European Commission adopted a proposal for a new directive on marine equipment (the “MED”).
The Commission has proposed a revision of the Directive on marine equipment to ensure an harmonised application of the International Maritime Organisation (IMO) standards.
The proposal has two general objectives:
– to enhance the implementation and enforcement mechanisms of the MED, and
– to simplify the regulatory environment.

EU Suspended the Green Flying Tax for a Year

Since there are signs of a move towards a global deal or “market based mechanism” within the International Civil Aviation Organization (ICAO), European Union (EU) decided to frozen the EU ETS (Emissions Trading Scheme) until after the next ICAO general assembly in autumn 2013.

Liechtenstein and Germany are currently considering the idea of concluding a withholding tax agreement with an automatic exchange of tax information.

* New Rules in the EU Standardisation System
The European Union (EU) prepare a new regulation modernising the EU Standardisation system and will also be better plugged into the international standardisation system.
The new rules enter into force on 1 January 2013 and will apply directly in all member states.

* Equasis 2011 Annual Report published
“The world merchant fleet in 2011” has been published and is available for download.
Equasis is database containing safety-related information on the world’s merchant fleet from both public and private sources.
* New ISO standard for eco-efficiency assessment

The International Organization for Standardization  (ISO) published a new standard describing the principles, requirements and guidelines for eco-efficiency assessment for product systems.

* Singapore & Vietnam Sign DTA Protocol
12 September 2012
