The Harmonized System (HS) 2012 nomenclature, published by World Customs Organization (WCO), has enter into force on 1 January 2012, but most of countries delayed in put it into practice. The “Harmonized System” or simply “HS” is a multipurpose international product nomenclature developed by the World Customs Organization (WCO) and classified over the 98 percent of the merchandise in international trade. It comprises about 5,000 commodity groups (each identified by a six digit code, but which can be expanded until ten digit on same countries) and is supported by well-defined rules to achieve uniform classification.
